Those consumers who, without meeting the requirements for the application of the VPSC, temporarily do not have a supply contract in force with a free market retailer, will maintain their supply with a reference retailer in accordance with the provisions of Royal Decree 216/2014, of 28 March.

However, the reference retailer shall be exempted from this supply obligation where the previous contract has been terminated for non-payment or where the consumer is subject to a supply suspension procedure for non-payment.

The price to be paid to the reference retailer for the electricity consumed will be the result of additionally applying the following terms in its structure for its calculation:

  • The billing terms for network access and electricity system charges corresponding to the supply, increased by 20%.

  • The rest of the terms included in the VPSC, increased by 20% in all its items.
